- Application is separate and distinct from other VA educational benefits (you will work with a VR&E counselor).
- Disability rating:
- Active duty servicemembers: must obtain a memorandum rating of 20%.
- Veterans: service-connected disability rating of at least 10%.
- You must have received a discharge that is other than dishonorable.
- Generally, benefits are payable for 12 years from the date of notification from one of the following:
- Date of separation from active military service, or
- Date the Veteran was first notified by the VA of a service-connected disability rating.
Chapter 31: Vocational Rehabilitation and Employment (VR&E)
VA Form 28-1905
- The VA Form 28-1905 is a required form that your VR&E counselor must send to the School Certifying Official before the start of the semester. If the VA-Form 28-1905 is not received, it will delay your VA education benefits.
- Depending on your course of study or VR&E counselor, a VA-Form 28-1905 may be filled out for only one semester or multiple semesters.

- Based on your course schedule, the SCO will fill out and sign your 28-1905 and submit it to:

- If you purchase books at the Hammes Bookstore at IU South Bend, please inform an associate that you are a Veteran receiving Chapter 31 benefits.
- Please take a photo ID and your university ID number for verification.
